Because - there will be a new document which removes features that are not implemented - if there are any substantive changes since RFC 2301 that are not 'removal of features', then either those changes should be removed, the features with those changes should be removed, or the (new) document (re)published as Proposed Standard - the interoperability reports are not final - the licensing statements are not final the subjects of my previous 'appeal' have gone away or don't apply, and so I would like to withdraw it. I've also been encouraged to note the substantive changes and also other technical comments about the current document to the working group, now or during the working group 'last call'. I'll do so.
