    1. The minutes of the September 24 Teleconference were approved. Steve
    to place in public archives.

    2. The IESG approved publication of RTP Payload Format for JPEG-
    compressed Video <draft-ietf-avt-jpeg-new-02.txt> as a Proposed
    Standard. Steve to send announcement.

    3. The IESG approved publication of the following Internet-Drafts as
    Proposed Standards:

    o Internet Calendaring and Scheduling Core Object Specification
    (iCalendar) <draft-ietf-calsch-ical-12.txt>
    o iCalendar Transport-Independent Interoperability Protocol (iTIP)
    Scheduling Events, BusyTime, To-dos and Journal Entries
    <draft-ietf-calsch-itip-07.txt>
    o iCalendar Message-based Interoperability Protocol (iMIP)
    <draft-ietf-calsch-imip-08.txt>

    Steve to send announcement.

    4. The IESG approved publication of Advancement of MIB specifications
    on the IETF Standards Track <draft-iesg-odell-mibtest-02.txt> as a
    BCP. Steve to send announcement.

    5. The IESG tentatively approved publication of OpenPGP Message Format
    <draft-ietf-openpgp-formats-07.txt> as a Proposed Standard. A
    revised document (version -08) is to be submitted with additional
    (enhanced) reference information. When ID is available, Thomas to
    review to ascertain if his concerns have been adequately addressed.

    Steve to send announcement when Thomas conveys his approval of the
    revised document.

    6. The IESG tentatively approved publication of The ESP CBC-Mode Cipher
    Algorithms <draft-ietf-ipsec-ciph-cbc-03.txt> as a Proposed
    Standard, but identified two pre-requisites:

    1. A formal response sent to Bill Simpson
    2. Changes are required to the IPR section.

    Jeff to request revised I-D from the WG. If unable to get a revision
    relatively soon (next week), Jeff to provide text of RFC Editor
    request to be included in the announcement.

    When received, Steve to send announcement.

    7. The IESG approved publication of The One-Time-Password SASL
    Mechanism <draft-ietf-otp-sasl-02.txt> as a Proposed Standard. Steve
    to send announcement.

    8. The IESG approved publication of Definitions of Managed Objects for
    the DS0 and DS0 Bundle Interface Type
    <draft-ietf-trunkmib-ds0-mib-08.txt> as a Proposed Standard. Steve
    to send announcement.

    9. The IESG approved publication of a revision to BGP Route Flap
    Damping <draft-ietf-idr-route-damp-03.txt once the revision (-04) is
    available and Vern reviews/approves the changes. Vern to notify
    Steve who will then send the announcement.

    10. The IESG tentatively approved publication of DON'T SPEW: A Set of
    Guidelines for Mass Unsolicited Mailings and Postings (spam*)
    <draft-ietf-run-spew-06.txt> as an Informational RFC. A revised
    document is to be submitted incorporating the changes requested,
    which will be reviewed by Jeff Schiller and Scott. Steve to send
    announcement when Jeff and Scott notify Steve that their concerns
    have been addressed.

    11. More time is needed to review URI Resolution Services Necessary
    for URN Resolution <draft-ietf-urn-resolution-services-06.txt>.
    Steve to notify RFC Editor.

    12. Vern to forward comments on IMAP4 Implementation Recommendations
    <draft-leiba-imap-implement-guide-07.txt> to Patrik and Keith for
    their review. They will inform Steve what the follow-up action
    is to be. Steve to convey to RFC Editor.

    13. Patrik to provide text explaing why the IESG recommends that
    Notification - An extension to POP3 <draft-tornkvist-pop3-00.txt>
    NOT be published as an Experimental RFC. Steve to convey to RFC
    Editor.

    14. Vern will send mail to the author of AT&T's Error Resilient Video
    Transmission Technique <draft-civanlar-hplp-00.txt> concerning the
    IPR sections in the document. Steve to notify RFC Editor that a
    revised document is expected.

    15. The IESG tentatively approved creation of the Policy Framework
    (policy) Working Group. Fred to update the charter text and send to
    Steve who will announce the working group.

    16. The IESG discussed the recently announced Internet-Draft
    Collaboration between ISOC/IETF and ITU-T <draft-itu-isoc-00.txt>
    which describes the collaboration process between the ITU-T and
    ISOC/IETF. Steve to send a note to the RFC Editor requesting
    publication as an Informational RFC.
