    1. The minutes of the October 7 Teleconference were approved. Steve to
    place in public archives.

    2. The IESG approved publication of the following as Proposed
    Standards:

    o Agent Extensibility (AgentX) Protocol
    <draft-ietf-agentx-rfc-update-03.txt>
    o Definitions of Managed Objects for Extensible SNMP Agents
    <draft-ietf-agentx-mib-05.txt>

    Steve to send announcement.

    3. The IESG approved publication of UTF-8, a transformation format of
    ISO 10646 <rfc2279.txt> as a Draft Standard. Steve to send
    announcement.

    4. The IESG tentatively approved publication of the following as
    INFORMATIONAL RFCs:

    o A Model for Presence and Instant Messaging
    <draft-ietf-impp-model-03.txt>

    o Instant Messaging / Presence Protocol Requirements
    <draft-ietf-impp-reqts-03.txt>

    The documents were originally submitted as Proposed Standards. Keith
    and Patrik to query the WG on their reaction to these being
    published as Informational. There were also some editorial nits
    identified that need to be incorporated. Steve to send announcement
    once notified by Keith and/or Patrik that all is well.

    5. The IESG tentatively approved publication of Applicability Statement
    for HTTP State Management <draft-iesg-http-cookies-00.txt> as a BCP.

    The IESG also approved publication of HTTP State Management
    Mechanism <draft-ietf-http-state-man-mec-12.txt> as a Proposed
    Standard.

    There were some changes to be made to draft-iesg-http-cookies that
    would be included as an RFC Editor note. Thomas to work with Keith.
    Once Thomas sends his ok, Steve to send announcement.

    6. The IESG approved publication of Corrections to 'A syntax for
    describing media feature sets'
    <draft-ietf-conneg-feature-syntax-er-00.txt> as a Proposed Standard.

    Steve to send announcement.

    7. The IESG approved publication of Calendar attributes for vCard and
    LDAP <draft-ietf-calsch-locating-03.txt> as a Proposed Standard.
    Steve to send announcement along with a RFC Editor note to
    remove section 1.2 prior to publication.

    8. The IESG approved publication of OSPF for IPv6
    <draft-ietf-ospf-ospfv6-08.txt> as a Proposed Standard. Steve to
    send announcement.

    9. The IESG approved publication of the following as Proposed
    Standards:

    o Generic Security Service Application Program Interface Version 2,
    Update 1 <draft-ietf-cat-rfc2078bis-08.txt>

    o Generic Security Service API Version 2: C-bindings

    10. The IESG approved publication of NHRP Support for Virtual Private
    Networks <draft-ietf-ion-nhrp-vpn-03.txt> as a Proposed Standard.

    11. The IESG approved publication of Guidelines for Writers of RTP
    Payload Format Specifications
    <draft-ietf-avt-rtp-format-guidelines-03.txt> as a BCP. Steve to

    12. The IESG tentatively approved publication of the following documents
    as Informational RFCs:

    o Internet Open Trading Protocol - IOTP Version 1.0

    o Ancient Reference to RFC 2246 Digital Signatures for the Internet

    Keith to contact Patrik to verify that Patrik has read the documents
    and has no problem with them. Patrik is also to designate the
    "expert" for the IANA. Once both are done, Steve to send
    announcement.

    13. The IESG approved creation of the Layer Two Tunneling Protocol
    Extensions (l2tpext) Working Group. Steve to send announcement.

    14. The IESG approved creation of the Endpoint Congestion Management
    (ecm) Working Group. Steve to send announcement.

    15. The IESG approved creation of the Telephone Number Mapping (enum)
    Working Group. Steve to send announcement.

    16. The IESG approved creation of the Service in the PSTN/IN Requesting
    InTernet Service (spirits) Working Group. Steve to send
    announcement.

    17. The IESG approved publication of Mobile IP Network Access
    Identifier Extension <draft-ietf-mobileip-mn-nai-05.txt> as an
    Experimental Protocol. Steve to send announcement.

    18. The IESG approved publication of Microsoft PPP CHAP Extensions,
    Version 2 <draft-ietf-pppext-mschap-v2-04.txt> as an Informational
    RFC. Steve to send announcement.

    19. The IESG approved publication of RPS IANA Issues
    <draft-ietf-rps-iana-02.txt> as an Informational RFC. Steve to send
    announcement, including an RFC note to remove the reference to
    RFC2119.

    20. The IESG had no problem with the publication of Hyper Text Caching
    Protocol (HTCP/0.0) <draft-vixie-htcp-proto-05.txt> as an
    Experimental Protocol. Steve to notify RFC Editor, including a note
    to that the reference to HTTP needs to be updated.

    21. The IESG had no problem with the publication of Security Negotiation
    for WebNFS <draft-chiu-network-wnfs-sec-nego-01.txt> as an
    Informational RFC. Steve to notify RFC Editor.

    22. The IESG approved publication of Long Thin Networks
    <draft-montenegro-pilc-ltn-03.txt> as an Informational RFC
    if the following is included as an RFC Editor note:

    23. The IESG had no problem with the publication of Definitions of
    Managed Objects for Service Level Agreements Performance Monitoring
    <draft-white-slapm-mib-07.txt> as an Experimental RFC. Note the the
    current version is -06. Once -07 is announced and Bert's review
    finds nothing wrong, Steve to notify RFC Editor.
