[16NG] Recommending authors for change history

Hi authors of the 16ng deliverables, (particularly, PS track documents)

First off, thanks much for your all efforts on the 16ng deliverable.
Through the 16ng mailing list, we have a number of discussion
regarding them. Given the 16ng folks interest as well as comment, the
quality of each document is being increased I believe. However, some
folks are really hard to follow up what happened in the revision from
the previous version because of lack of change log section into the
document. If allowed, please attach this section to each document for
folks convenience. That would be really great and helpful.
