[16NG] Maximum sustained traffic rate

Dear all,
 
I have a general doubt.
 
Assume we have a WiMAX subscriber station with a service level agreement (SLA) of 256 kbps. (i.e he has subscribed from the service provider with a maximum date rate of 256 kbps)
 
So my question is, for all his transport connection (may be UGS, eRtps, Rtps, BE) the maximum sustained trafic rate should be less than or equal to 256 kbps????
