True, it does, but as in Informational Reference as part of the history
of the file: scheme.  As such, it could easily be removed with no loss
to the Normative part of this specification.

I have read WHATWG-URL and do not think that it contributes to the
objectives of draft-kerwin-file-scheme and so while I am fine with
keeping the reference in, I do not think that it should be a factor in
the discussions of
draft-kerwin-file-scheme.
