it's what I intended.  if >99% of recipients want to receive the
messages, the sender is in some sense "legitimate".  if <1% want to
receive the message, the sender is a "spammer".  

another way of putting this is that I don't think we're likely to find a
useful definition of "legitimate" vs. "illegitimate" mass mailer.  the
concept of legitimacy is somewhat dubious here.
