Then it is, unfortunately, only a limited solution.   The problem is that
if it were the only solution, it would put a lot of pressure for conformity
on ISP users.
Hence BMPP and BMTP. BMPP provides the preferences on a per-recipient basis. BMTP provides an alternative transport designed for bulk.
