[Asrg] RCPT TO bundling necessary for proposed solution?

Is RCPT TO bundling (the ability to have multiple RCPT TOs in a single
envelope) necessary for the proposed solution, or can (not should) we
drop that allowance and thus exploit VERP-like mechanics?
