The recipient MTA is the one checking RMX records.  If nasty-spammer.com's DNS 
server has RMX records for aol.com then he can deliver spam to himself but 
when he tries to deliver it to me, my server will ask aol.com's servers for 
the RMX records and find that he is not an authorized aol.com mail server.
