[Asrg] 3. Requirements Document

The requirements document has been available for some time at:

This document outlines high-level requirements for anti-spam tools and 
proposals including the rationale for those requirements where 
clarification is needed. We would like to jump start a discussion on it, 
to move it towards the next draft. Please review the document and post 
your comments, questions, concerns to the list.
