To put it simplistically

The current system is broken because anyone can inject mail into it with no
fear of backtracing

Pull won't prevent spam, in fact it is more about giving choice to the
recipient and taking it away from the sender

the sender essentaily "offers" mail to a recipient the recipient chooses
whether or not to accept it

Some people actually like spam, just like my wife likes catalogues in the
letter box
