I don't understand this fervent opposition to change, and to any
attempt to hold people responsible. If the first axiom of ASRG is
that we're not going to change anything, and we're going to provide
free, unfettered, bare-ass-open access to the net; then we've just
decided to NOT address the spam problem.
People are always resistant to change but the ASRG will recommend
changes, it is eneviatable. Unfortunatly, the Internet is no longer the
nice free playground for researchers that it used to be.
