Sure, I suppose so.  We're working on a new improved charter which
isn't quite done, but I can promise that it doesn't contain the word
"consent".

For my take on e-postage, see my paper at http://www.taugh.com.  It
explains why even if we could technically implement an e-postage
system, which we can't, it wouldn't work anyway.
