I think it would be a good idea to look at this page:

You might want to take a look at http://www.upu.int in general.

Don't miss the page where it says that their new low-cost online
settlement clearing system costs betwen CH 1500 and CH 15000 per
year (CH == Swiss francs) depending on how big you are.

PS: I agree with everyone who says that rate limiting outbound mail
from customers you don't know well is a good idea.  But of course you
can do that without faux postage.
