I don't think it is relevant for two reasons:

1) Bandwidth costs are dropping pretty much everywhere. 

2) Deterrence is a viable strategy.

In the long term it does not matter if you filter before or after the
message is received, provided you block a sufficient proportion of spam
to make the business uneconomic.
