The first example I gave is configurable entirely in a GUI.  Is that 
easy enough for you?
Spam handling at the MUA is not necessary in order to provide end-user 
control.
(Of course, if your ISP doesn't offer controllable server-side 
filtering, I can understand a reluctance to switch.)
