If the mail never got to his company, he has no control, so it's not
his problem. If the mail reached his company's servers, then no
remote administrator has any more control.
Suppose that some important customer has been sending email
direct-to-MX from his dialup or ADSL connection at home. Now we
decide that it's a bad idea for direct-to-MX from home machines to be
permitted, because it's mostly spam. Based on that (yeah, right) the
important customer's ISP starts blocking direct-to-MX from home
machines. Now that customer's mail doesn't get out, at all.
How does that hurt somebody who's doing filtering on incoming mail,
when the blocked stuff never became incoming mail?
