Feel free to set up a mail-receiving ISP with those terms.
If others feel that the costs of allowing recipient control (even if
it's possible, which isn't always the case) exceeds the business
benefit gained thereby, why should they be forced to operate the way
you want? You should just out-compete them in the marketplace.
