[Asrg] IAR subgroup on reputation and accreditation

I've made a new list called iar at asrg.sp.am, short for Identity,
Accreditation, and Reputation (and whatever else, but short names
are easier to type.)

To subscribe, send "subscribe iar" to majordomo at asrg.sp.am.  Like the
other ASRG lists, it's closed subscriptions and I'll have to ack your
subscriptions.  It's not closed because it's a big secret, it's closed
to try to get a set of people who want to do useful work, and to
discourage tourists.

The first items of business are to make a short charter.  Since this
is a research group, its goals are NOT to build an IAR system.
Rather, it's to figure out what IAR systems have in common so that we
can understand what's worth standardizing.

It is my impression that there's been a lot of prior work in identity
and accreditation, and devoping a bibliography of material we should
all be familiar with would be a good start.
