RFC2822 doesn't really address whether or not mailing list managers
should change Message-IDs. the language talks about whether
a message has 'changed enough' and isn't specific enough, really.
a mailing list manager will be changing MAIL FROM: and RCPT TO:,
and adding/changing some headers, and possibly adding a footer
to the body of the message with unsubscribe instructions.

in looking at a couple of messages, i see that the PostgreSQL lists
(majordomo 2) changes it, the openbsd lists (majordomo 2?) don't
change it, the exim-users list (mailman/exim) don't change it,
nanog (majordomo 1) and the lists i run on digest.net (majordomo
1) don't change it. i don't have any samples read to hand from
ezmlm/qmail.

the most unique one i found are the mac lists on maclaunch.com,
which change it and thoughtfully preserve the original one in the
X-Original-Message-ID: header.

so mailing list manager behavior with respect to message id
is all over the map, and the RFC is vague enough that either is
probably ok for some value of ok.
