On the other hand spam is driving people away from the internet in
droves which isn't good news for anyone making their living off the
net and stifling development of new technology (other than anti-spam
software.) Virtually everyone on the net has e-mail, most use e-mail,
yet it's become so unreliable and unpleasant who would develop a new
product that used e-mail in any even mildly critical way?

If spam is the "mad cow disease" of the internet the ISPs are like the
beef industry.

I'd agree if you said that some haven't yet gotten that fact.
