People could rely on insecure email a lot less and use more secure solutions
for important communications...

People could use email clients that don't execute any content within the
email....

Laws could be enacted and then criminals could be prosecuted by following
the money....

Users could receive basic training with their computers and ISP accounts on
how to recognize phishing attacks and spam and that they shouldn't fall
victim to them.
