I have no right to control how he tries to reach me, but I have every
right to control whether or not his method succeeds.

His employer and ISP have every right to control how he does so using
their resources.  Likewise, my employer and ISP.

Every spammer in the world needs to contact you in order to shove his
advertising at you.  Do you have a right to block them?
