If the system owner is the employer, it certainly has the right to
limit the usage of its equipment by employees.
If it's an ISP, it can still do what it wants. If its customers don't
like it, they can become ex-customers. There is no shortage of MSPs
in the world, with policies ranging from strict blocking and
customers' wishes basically don't count (e.g. world.std.com) to "you
can run procmail if you want" (e.g. Panix).

Your desire that it be impossible for others to use their equipment as
they wish does not affect what others will do. Nor is it appropriate
on a list for discussing ways to block spam.
