You can certainly have whatever you like, but how much would you be
willing to pay for such an account? In round hundreds of dollars per
month?
This reminds me of the Scott McNealy (Sun CEO) comment on "The Privacy
Wars": The privacy wars have already been fought, you lost, get over
it.
Although there's no doubt something satisfying about laying this at
the feet of the ISPs (not the spammers, yours), unlike spammers
they'll answer their phone and email and might be influencible, the
spammers already took what you want away from you. You're a casualty,
get over it, there's no putting the car bomb back in the car. AOL
brags about blocking a billion or more msgs per day, etc.
But, to use another McNealy quote (not for any particular reason other
than it seems to fit), it's the "one throat to choke" attitude, or
more specifically, choke the throat you can reach, maybe you'll get
what you want.
