That's not going to happen.  At most, they'll provide notice that they
intend to filter, and let the users opt out by switching ISPs.

You don't get to specify the contracts between two other parties, and
the typical ISP contract lets the ISP change the services it provides
as it wishes.

There's no such thing as "totally clear terms".
