Yes, one is an accident, the other is on purpose.

As to other posters, the post office should refuse to accept the bomb or a
threat or ransom note, but practically speaking, it cannot and as the
Unabomer showed, they do deliver bombs just fine -- as well as anthrax.
That's because we don't want the post office looking into our letters to
determine if the contents are suitable or not.
