Suppliers decide what they want to supply, and at what price, under
what conditions, etc.  Customers decide what they want to buy, and
from which supplier, based on the conditions, price, and any other
factors they deem important.  Sometimes, customers specify what they
want to buy, and providers decide what to offer (and at what price)
based on that.

Third parties telling them what they should do are paid as much
attention to as the customers and suppliers desire.
