I'm amused at the suggestion that ISPs et al are obliged to carry (and
provide sufficient resources for) any arbitrary amount of unpaid-for
commercial advertisements.

It's so silly it defies objection.

At any rate here at World we use an SMTP herald that reads:

  220 smtp.TheWorld.com: ESMTP => NOTICE <= Advertising and
  Promotional E-Mail Billable to Sender @ USD 0.25/recipient -- USE
  CONSTITUTES ACCEPTANCE OF TERMS, Theft of Service Will be Pursued

legal enforcability aside (ah, but is it enforcable after the
advertiser objects to not having seen it the first time? ok maybe they
get one free) it seems better than NOT having any such
message. Estoeppels blah blah.

I'd recommend it so it DOES become common knowledge!
