Or bring in a package to parcel post with wires sticking out and oil

The post office is a regulated monopoly and quasi-govt'al entity.

RBOCs are highly regulated governmental monopolies under the direct
jurisdiction of the FCC.
But pick your phone, dial O, threaten the operator, and tell us how it
works out.

Actually there have been many court cases concluding that the police
have no duty to act in the case of threatening &c behavior absent
clear felonious behavior (e.g. threatening with a weapon) and can
simply recommend the victim hire a bodyguard service.
I have a better idea, tell us what you KNOW, not what you wish were
true.
