Customers don't want to pay the freight on all the spam.
It's just one of those magic "don't charge you, don't charge me,
charge that fellow behind the tree!" (comment usually applied to
taxes.)
That's what's so hideous about spam, it incurs lots of costs and yet
owing to its unwanted nature no one wants to pay those costs. Which is
similar to much crime, but this one is becoming large enough that it's
escaping the confines of just the cost of doing business.
