RE: [Asrg] ISP rules to be enforced by UK regulator
I disagree with the model here.
The traditional model under common law is that a party has an
obligation to mitigate harm caused to others if the probability
of the damage multiplied by the cost of the damage is greater
than the cost of taking steps to prevent the harm.
What we need here is to start looking for reasonable estimates
of the damage caused by zombies.
I don't agree with (3). Complaints from unauthenticated sources
are not something that can be dealt with. If by response you
simply mean reply then I don't see how it helps.
I completely disagree with (4), anything that makes it harder
to terminate spammers is counterproductive.
