Infrastructure changes are important because we need to identify
the sender of the spams.
Without infrastructure changes, spammers will continue to use
methods that keep them out of sight, such as anonymizing relays.
If the sender is not clear, then straight away you have reasonable
doubt and prosecution is not worth while. Without prosecution,
we cannot shift the cost of spam back on to the spammers where
it belongs.
