No I do not agree.

Go onto spamhaus/rokso. They have the names, addresses, phone numbers,
photos, etc of most of the major spammers.

But nothing is done.

So why should we invest any time or energy in better identifying
spammers than that? Why does Al Ralsky (e.g.) continue to be able to
ply his trade unchallenged?

It's all a sham, a distraction, and probably an excuse to improve
wiretapping/tracking techniques but not for the purpose of spam
fighting; we've already proven govts have little or no interest in
spam fighting.
