It looks interesting. Any solution that relies on the market
too much smacks of requiring people to hire security guards
when they go for walks rather than making murder illegal
as the standard.
If one pays extra for a protected service, are we heading
too much in that anarchic direction?
If the polluter must pay, then it must be the people who are
attacking who pay for the clean-up rather than the people who
are defending.
But perhaps the polluter paying idea breaks down here.
