And not surprising, since the rot goes clear to the top.

At least, I can't see any other construction to put on how ICANN is
letting the RIRs get away with ducking the responsibility concomitant
with the authority they've been given over address space.  RIPE has
overtly refused, when called to it, to do any of (a) accept abuse
complaints for the space, (b) ensure the contact info is updated, or
(c) deregister the space.  ARIN I can't recall ever getting any
response out of on the matter, but they have just put up "the contact
info for this netblock is invalid and ARIN has been unsuccessful at
getting valid contact info" with an implicit "but we're letting them
keep the address space even though we have no idea who they are".

Or on how the various TLD DNS servers will happily continue to serve
glue A records in domains that have been put on hold by their
registrars and which the same servers will disavow all other knowledge
of.  (Try "dig +norecurse @b.gtld.biz -t a ns3.serviceyouneeded.biz"
and then "dig +norecurse @b.gtld.biz -t any serviceyouneeded.biz".  As
of 2004-09-10 03:25:42 UTC, the former produces a (glue) A record and
the latter returns nothing - no NS, no SOA, nothing.  At least they've
stopped returning NXDOMAIN for the domain-itself queries.  If I could
easily find examples in the other gTLDs I'd check them too; I'm sure at
least one other gTLD has exhibited the behaviour, though I can't recall
which one - nor can I recall which domain, to test it now.)

Until the top of the pyramid is healed, anything done at lower levels
is at best a delaying action.
