Because they do NOT want to encourage email coming from it, that's
why.
There is absolutely _no_ reason to publish an SPF record for any IP
address you don't want to authorize to emit email that claims to be
from your domain.

Somebody who publishes SPF records for spammers will quickly find all
of their SPF records untrusted, which is not a good position to be in.
