1. It imposes a direct cost for them to do so.

An SPF record is a statement that the name is a valid one for an email address, but for that to be true the customer in question would in the overwhelming majority of such cases (i.e. anyone on a residential cable modem or DSL line handled by any major provider) be in direct violation of their service terms.
