Everyone who has not agree to be responsible for consequences equvalent to 
having user run its own mail server. I take it that those users with windows
who ended up with zombied machines don't have a clue about this and I
certainly don't want them anywhere near my mail system. A responsible 
tech user with his own linux box is another matter entirely but I believe 
those users can make arrangement with their ISPs to get static ip and have 
that ip included as valid smtp transmission initiating entity.
