"None" is acceptable.  Any number higher than that, even if "far
fewer" than some even worse method, is not acceptable.

No, it's merely a requirement not to be subjected to spam by the users
of your system.

Which you did by ignoring the reasons given.

I note that you don't give as a goal "avoiding harm to innocent
victims".  That's one reason the users of your system will find
themselves blocked.
