I never said it would be difficult, I said it would represent a cost. Big
difference.

No. But I think they will tell you they can't afford to use it.
Unless you can show them how little it will cost or how much it will save.
ISP's don't care primarily about spam, they primarily care about profit.
To achieve their profit they have to be operationally efficient, and please
their customers.
Fighting spam is about both of those latter two, but any anti-spam system
you invent will have to satisfy the first one first.

I didn't say that either! I said that you seem to be addressing some of the
points in isolation, and re-introducing old issues in "solving" others.
