Some users try to block IPs "by country", a horrible idea
for various reasons.  As unreliable "GEO IP" gimmick it's
nice, and William's scheme is better.

Originally it was about finding cases where result codes
127.0.0.0 and/or 127.0.0.1 are required for a BL.  Bye
