This is rather out of date. AIUI the entire EU uses 00 for international 
calling. Indeed when I was last in France (in February) I had to use 0044... 
to call home, not 1944...

The UK switched to 00 from 010 in 1995, when all geographic area codes
switched from 0xxx to 01xxx.
