I had lunch last week with some guys who send "responsible e-mail advertising"
and got a glimpse of the situation from their points of view. [...] The bulk of the
transferred data is the vast list of recipients, perhaps millions.

That's pretty rare behaviour within the reputable bulk email industry. VERP and per-recipient customization make one email per recipient the method of choice for most of the B2C mailers higher in the ecosystem than spammers.

(It is less unusual in the discussion list side of things, but
that's not really where this is aimed at).
