What problem is this intended to solve?
It saves bandwidth, which isn't expensive.
If spam processing can be done on the template, it saves CPU (compared
to multiple transmissions), but templates just provide another way to
obfuscate spam.
It seems to me the issue is deferring the response to RCPT TO until
after the message body is received; that's independent of any other
change.
