There are certainly lots of ISPs with crummy spam filters.  But my
experience agrees with Chris.  

When users are asking for knobs and dials on the spam filters, what it
really means is that the filters don't work.  A couple of years ago I
visited a large cable ISP who told me that with their old filters they
were getting constant requests for customization, then they installed
new filters that worked better and the requests completely stopped.
