We're not talking about application of that information by the entity generating the feedback, so this is irrelevant to feedback loops. We're talking about use by the entity receiving the feedback (typically the sender of the mail that is being reported). ISPs with a TiS button do use the data for things other than feedback loops, of course, but that's a completely different subject and really shouldn't be intermingled with this one.
