Oh, nonsense.  There were specs based on strong crypto back when strong
crypto was illegal in places as popular as France.  (Still is illegal
in some places, I believe.)

Perhaps to those in the US.  As someone outside it, I'd much rather
effective measures usable by the free world not be held up by
US-specific idiocies.  (Much as, I imagine, US residents felt about
strong crypto and France.)
