What I meant was that we could say something like this:

   In particular, a profile called "Secure Real-time Transport
   Protocol" is being developed to take into account known plaintext
   and CBC plaintext manipulation concerns, and will be the correct
   choice in the future.

I believe this could be published without any dependency concerns.

But first, I need to clarify that this is what Allison meant.
